MicroStation Tip: Attaching Bing Maps to a 3D DGN File
One of MicroStation’s helpful features is the ability to attach Bing Maps as part of the default configuration. Note: there must be a Geocoordinate System attached to the design file.
To start, go to Raster Manager and select Attach > Bing Maps.

When Bing Maps is selected, the Raster Attachment Options dialog will open. In the Display Print section, you will have the opportunity to select which Plane to attach to.

The default Plane is set as Background. This will display the map image under the lowest point of your 3D design file.

If Design is selected, Bing will attempt to place the image on the design plane. For a better representation, select the Draping option and pick Yes. This will drape the Bing image directly over the design.

If you pick Foreground, MicroStation will put the Bing image above the 3D design. Be sure to select No for the Draping in this situation.

The ability to use Bing Maps makes it easy to add an image without having to add a WMS path or selecting an image from a local location.
